Not if you have full entitlement. With full entitlement, what you can borrow comes down to what you qualify for and what the home appraises for. Yes. VA does not set a limit on the number of acres a property can have. The home must be your primary residence, and the property must be primarily residential. A property with a business use can still qualify if that use does not impair the residential character, there is no more than one business unit, and it meets zoning, but the appraisal gives no value to business operations or commercial fixtures. Multiple parcels are fine if they are contiguous and go on one deed.
